Belkhadem Refutes Nezzar's Statements

Former Speaker of the National People’s Assembly, Abdelaziz Belkhadem, stuck in his statements concerning the dissolution of parliament by the beginning of the nineties, and said that he heard about the dissolution of the legislative body, which was headed by the public television at that time, and he did not dissolve it because he cannot do it legally and constitutionally, and that the decision within the powers of the President, and promised to provide his testimony on that point in the right time.

Belkhadem said, in a statement to Echorouk on Sunday, in response to the testimony of the former Defence Minister, the retired Gen. Khaled Nezzar, who said that Belkhadem is responsible for the dissolution of parliament: “I did not dissolve the Parliament, and I did not consulted it even, I watched the news on TV… I’ve said this before, and I assert today that Belkhadem did not dissolve parliament.”
“Algerian Constitutions whether those of 76 or 89 or 96 do not give the authority to the President of the Council to dissolve the parliament, but it the prerogative of the President alone .. In case of dissolving the Council through a political decision, the chairman should be consulted in accordance with the Constitution of 89, and I was never consulted. My consultation in that period was mandatory through the text of the Constitution.”
Belkhadem’s explanations come to straighten statements that were contained in Gen. Nezzar testimony in his interview with Echorouk. 
He said: “He wants to politicize the matter, let him say what he wants .. Abdelaziz Belkhadem is the one who dissolved the Council, and Belkhadem is part of those who led the campaign against the military institution, through involvement in considering what happened after the cessation of the electoral process in 1992 as a coup against the late President Chadli Ben Djedid, and we do not need to think about this a lot… Belkhadem is the person who dissolved of the National People’s Assembly, and all the deputies were present that day, and since that day they returned to their homes.”
