Algerian businessman established Khalifa TV with French names
On December 2nd 2002, world celebrities attended the announcement of Khalifa TV in Cannes, France. Millions were spent on that party. Rafik Abdelmoumene Khalifa lunched the channel with 200 employees. Most of them were French except some Algerian faces who earned very high salaries.

Rafik Abdelmoumene cheated French laws to set up Khalifa TV as he put a French businessman’s name instead of his name in the channel’s file which he submitted to competent authorities.

A month after the establishment of the channel, Abdelmoumene Khalifa decided to show up in public and change the channel’s status. He raised his company’s capital to 10 million Euros on October 30, 2002 and the file was registered at other jurisdictions although the status said otherwise.

After doing the plan and creating the satellite channel, he appointed his anut Djouida Djazourli to manage it.

According to a report from French justice, Khalifa TV was anarchically managed and without any counting. The capital of Khalifa TV company was estimated at 37,000 Euros. Because of that, the channel was stopped and an investigation was opened.

Investigations show that Abdelmoumene Khalifa organised a big party at a hotel in Algiers. Million of Algerian dinars were spent on it especially on alcoholic drinks and food.

Money was also spent for a number of guests in return for attending the inauguration ceremony of Khalifa TV
