Algerian government is considering today a draft executive decree amending and supplementing the executive decree n° 90-51 which set the modalities for agricultural lands which belong to the national properties and defines the rights and duties of the producers, allowing preventive actions against the owners of the agricultural lands who turn their lands to the non-agricultural activities, as well as involving the services of the state’s properties in implementing the judicial decisions related to the loss of the real-estate’s rights.

• The draft decree, discussed by government today, focused on the substantial amendments, which would effectively put an end to the anarchy of real estates and manipulations by peasants who turn hundreds of fertile hectares to cement, thus threatening the food security, due to the drop in agricultural production and importation of food by the government in order to cover the deficit, although Algeria’s qualifications in the agricultural sector. 
• Under the new amendments to be made to the Executive Decree n° 90-51, particularly those related to the sixth article, the governor is now obliged to verify a detailed report prepared by experts from the farming services on the abuses that are noticed in the farming investments, through appointing a special committee for controlling the producers, and then give them warning of a specific term to put an end to those abuses.
• The previous Executive Decree spoke about the creation of a committee to study the abuses without defining its form, while the new amendment involved the services of the framing sector in the same committee including; the local manager of the state’s properties, as he is the chairman of the committee, the local manger of the farming services, the director of management and public affairs as well as the head of the People’s municipal council.
