Education: Vacant positions, management on behalf of 8 million members of the Education Sector

Independent Unions of Education, strongly, criticized the policy that was made by the Minister of National Education, Baba Ahmed Abdellatif, regarding the “appointments” that he created and the firings that he carried out since he became Education Ministry, at the time it announced its categorical rejection of the policy of “commissioning” and “vacant positions”.

Conversely, Echorouk sources said that Baba-Ahmed has fired within two years over 40 employees, including managers and directors of education, in the lines of “referring to retirement” and replace them with “retirees”, as they all exceed the age of sixty.

Same sources spoke about the conflict between Baba-Ahmed and the Prime Minister who appeared for the first time after the baccalaureate fraud scandal. 

National Secretary in charge of Information and Communication, at the Independent National Council of the Secondary and Technical School Teachers, Messaoud Boudiba, told Echorouk, that the changes that were brought by the Minister since his appointment at the head of the ministry in September 2012, is one of his powers alone, but to change in order to keep the ministry “empty” of the “vacant” positions is not reasonable, because that would create problems in the future, on the grounds that the person in charge of the performance of certain tasks on a temporary basis does not have decision-making authority at all, expressing the CNAPEST large rejection of leaving the “vacant” positions and founding for a commissioning policy. 

As it is located in Algiers Education Directorates, especially after the minister decided to appoint three central directors as Education Directors. At a time the minister asserted that he is responsible to choose his advisers and staff, but it is not of his powers to establish the vacancy and commissioning, on the grounds that the adoption of this type of policy in a sensitive sector such as the National Education sector will not achieve stability in it but  it will create chaos.
