Frozen Projects Will Be Launched After The PM's License

Prime Minister, Abdelmalek Sellal, warned of the two orders of public spending in provinces, and accused them of wasting and lack of respect for the policy of rationalizing public spending, asking them to show more rigour in the implementation of the executive branch’s instructions.

“Internal and external financial balances of the country is in danger.”

Prime Minister, Abdelmalek Sellal, signed in another telegram that is issued by his office and stamped with the nature of the obligation under the No. 28822 / that is issued during the past few days, through which he ordered the governors of the republic, and through them the local commanders of public spending of their duty towards the last instructions that aim to rationalize expenditure.

According to Sellal’s instruction, which copy is available to Echorouk, “I’m astonished because some commanders of public spending do not respect the local directives and instructions relating to the control of public spending, in order to meet the difficulties that are associated with reducing the financial resources of the country, due to the collapse of oil prices in the international market, as it should be recalled that the Algerian government proved an effort to address this situation, which is embodied in the concentration of efforts in the field of processing on the accomplished project and the postponement or cancellation of projects that are did not start in the field and in practice, according to a program that takes into account the funds that are available to the country, but the continuity of the situation of the low financial resources from the proceeds of hydrocarbon forced us to show the behaviour of the governor within the endeavour that is adopted by government and which aimed at rationalization the expenditures, to preserve the internal and external balances of the country by bringing greater rigour in the implementation of government instructions in this area”.

“Implementation of the previous government instructions is part of a series of measures that are dictated by my various instructions which must be strengthened and applied in all honesty and rigour in three key points. First, the ministerial departments should respect the ceilings that are set for the payments, which reached the ministerial circles by financial services, as they should not exceed, in any cases, the amounts that must be divisible according to specific priorities that are carefully identified in advance, and that are mainly directed towards the completion of projects that were starting out in the field and on the ground”.

“Second points concerns the projects that are completed, as they should be arranged in order to maintain the available funding in terms of payments towards priority projects, especially the projects which are about to end, and for the other ongoing projects that are completed, with the possibility of extending proper time to work out from one year to six months, which is long enough to enable local groups from the cancellation of projects that do not represent the utmost importance”.

“Third point concerns the projects that have not seen the beginning of the implementation process, or which were the subject of the freezing, as the starting is not realized in any way but after a personal authorization from the prime minister, and in this sense no order to start or take off in the works or report any type of works’ deals, supplies, studies and services only after the personal authorization of Sellal”.
