Increased Algerian-French contacts ahead of Bouteflika’s state visit to France
Head of the People’s National Council, Abdelaziz Ziari, and chairman of the National Assembly, Abdelkader Ben Saleh, will visit France next month, at the invitation of the French National Assembly and Senate, one month before Bouteflika’s visit to Paris next June at the invitation of his French counterpart Nicolas Sarkozy, parliamentary sources said.

The same sources added that the visits of both Ziari and Ben Saleh will begin immediately after the presentation and discussion of the government’s agenda to the parliament earlier May.

The two visits aim to strengthen the bilateral relations between Algeria and France, as well as revitalizing the parliamentary diplomacies between the two countries, a mechanism that has been affected for the first time since the French parliament adopted the law issued on the 23rd February 2005, which praised colonialism, as well as the French position that supported the Israeli attacks on the Gaza strip and the detention of the diplomat Mohamed Ziane Hosni for eight months.

Both Ziari and Ben Saleh’s visit to Paris come after the visit of Axel Boniatowski, Chairman of the French Committee on Foreign Affairs to Algeria last week end, who announced the creation of an expanded parliamentary committee, which was entrusted with the task of examining the outstanding files between the two countries, including consequences of the colonial past, that has bad impact on the fate of the bilateral relations for the Mediterranean Union.

The same sources also said that the president Bouteflika, who accepted invitation of his French counterpart, according to the Foreign Minister Mourad Medelsi, said Algeria wants a final solution of some files before meeting Sarkozy next June.

In the meantime, Axel Boniatowski’s visit to Algeria, showed France’s desire to begin good bilateral relations with Algeria beyond any conflicts caused by right deputies belonging to the Union Party for Popular Movement, led by the French President Nicolas Sarkozy.

The Algerian-French convergence, which started again after Bouteflika’s third term victory, reveals on new efforts to resolve two outstanding cases, the first about the deportation of Algerian illegal immigrants, which remains the primary concern of François Fillon’s government, and the second about people’s movements, as well as the living conditions of the Algerian community in France and the number of visas for those wishing to visit their relatives in France, as Paris still pursue the “distillation policy”, in spite of the large number of agreements on this issue, particularly the partnership agreement between Algeria and the EU in 2005, noting that France is among the countries that committed to that as a member of the EU.

To overcome these “problems”, the French Minister of Immigration, Eric Beson will visit Algeria over the next few weeks, a visit that was revealed by him before the Algerian presidential elections saying, “This visit reflects France’s efforts to persuade the Algerian government to sign an agreement that establishes extensive cooperation to resolve the problem of the deportation of thousands of Algerian illegal immigrants that live in France”.

Previously, France successfully achieved this goal with countries such as Tunisia, Senegal and other African countries, noting that the deportation process requires large cooperation and facilities by the receiving countries.
