National reconciliation plan needs complementary procedures: Official says

The chairman of the Consultative Council for the Promotion and the Protection of Human Rights, Farouk Kessentini, has asserted that the national reconciliation plan has fulfilled 90 % of its initial objectives, focussing on “the effective cooperation of the administration to accompany the project to its final stage.

• Talking yesterday to “Echourok” Kessentini has revealed “ the reconciliation project follows the designed plan, thanks God we can assert that it stands on its feet and little is left to reach the final stage”.

• The president’s advisor for human rights admitted that “difficulties hampered the natural process of the reconciliation plan”, but he considered these difficulties” as something natural owing to the sensitivity and the complexity of this issue”.

• As to the problems that hindered the reconciliation plan, Farouk kessentini added “ Scores of terrorists surrendered to the authorities, but their return was not as easy as we expected” and the problem is due to the administrative slowness when dealing with terrorists’ social and professional situations, which led them to reconsider their decision and pursue their terrorist activities”.

• In this respect, Farouk Kessentini has called on the local authorities to commit to the national reconciliation charter adopted by the Algerian people during the 2005 referendum concerning “ jobs , housing and the possibility of the repentant to resume their activities

• Farouk Kessentini went on saying that “the national reconciliation needs complementary procedures in parallel with the security forces’ efforts to curb terrorism” arguing that” terrorism lost a battle thanks to the security forces relentless fight, but the military victory on the ground is not sufficient to fulfil the goals, that’s why I think that complementary measures are necessary to eradicate terrorism”.
