Scandal shakes Algeria’s dams agency
Algeria’s National Agency of Dams and Transfers turned a deaf ear to the Law on Public Deals as it excluded the winning company in a construction deal of Boukhroufa dam in the province of Taref (east of Algeria).
The agency replaced the winning company by another firm which ranked third and it refused to justify its decision.
According to a related document, the deal was granted to the company which offered the highest amount and ranked third in terms of technical and financial offers.
N.T.F. company was excluded after it had ranked first for the best technical and financial offer. It called on the public deals commission to review the decision.
Earlier on May 4th, a plenary session was held to check the offers in presence of concerned companies. Three of them were chosen but the commission announced offers unfeasibility on August 13th.
According to the same document, the agency announced consultancy results on January 10th. It determined three winning companies according to technical and financial offers. N.T.F group ranked first for its 567 billion centimes offer followed by 760 billion centimes and 734 billion offers.
The agency said N.T.F’s capital was not sufficient, in an attempt to justify its decision. Yet, documents show that the capital is estimated at 150 billion centimes and the group has a large international experience in dams construction.
