Supplementary budget law to be proposed as a bill
The supplementary budget law of 2011 is likely to be issued in a form of a bill, for the first time in ten years, Head of Finance Commission at the National People’s Council (lower house), Mohamed Kenai said, on Saturday.
- Mr Kenai told Echorouk that MPs have been protesting for two years after that the ordinary budget law which is usually set for voting does not comprise important and crucial articles, comparing to the supplementary budget law, which is issued as a Presidential order.
- Crucial articles have already been issued within the supplementary budget law, including the suspension of consumption loans, the revision of partnership with foreign investors and the adoption of documentary credits in terms of financing foreign trade.
- Parliamentary sources said setting the supplementary budget law as a bill highlights the beginning of the implementation of reforms announced by President Bouteflika, which aim at boosting the role of the state institutions and setting balance between the executive and legislative branches, in addition to making ministers accountable by the representatives of the people (MPs).
