Will Bouteflika decide to organize prior Legislative Elections within the reforms?

Opposition parties demand the organization of prior legislative elections, and considered them a part of the political crisis’ solution, and between the axes of the transitional phase, which they call for its implementation.

This proposal was opposed by loyalist parties, claiming that the dissolution of parliament is the prerogative of the President, as FLN completely refuses the proposed, claiming that it is the majority’s party.
Loyalist parties that participated in the revitalization of the electoral campaign for the President avoided talking about the transitional phase, contrary to what was promoted during the campaign, arguing that this falls within the powers of the president, including the prior organization of legislative elections, after the presidential elections highlighted new balances.
Leader of the RND, Belkacem Mellah, refused to give the concept of the transitional phase the same meaning that was proposed by the opposition, believing that it means the phase which separates between two generations, because the President will deliver the torch to the revolution’s generation, while the constitution, that will be modified, will grant a special place for the opposition, which will be stronger.
“Talking about prior legislative elections can only be after checking out the contents of the constitutional amendment, which would review the powers of the two parliamentary chambers, in order to enlarge them. Next stage forced the opposition to be a true partner, in order to be in front of a new map, which is a strong power against the opposition of the same weight”.
FLN does not believe the idea of the transitional phase, as long as the president was elected and the institutions are working, in this context a member of the FLN’s political bureau, Moustafa Maazouzi said that the shift would be with a constitutional amendment, noting that FLN was the first to propose the transitional phase, in order to ensure a balance of powers, and enable Parliament to control the government, with the empowerment of the majority party to lead the government.
