Successive release operations of Westerners in the Sahel region, including the last French “Serge Lazarevic” and before him workers of Uranium factory in Niger, reveal that the European countries are the largest financier of armed groups in the Sahel and Sahara regions.

Despite the confirmation of some officials in France, especially since Paris did not pay a ransom to the kidnappers in exchange for freeing its citizens, but the reality says the opposite. Although clues of the release of last hostage, who is the Franco-Serbian Serge Lazarevic, is not yet uncovered, but past experiences confirm that Western officials do not admit what they are doing behind the walls.
French media have pointed out earlier, that the release of the four hostages who are working in the group of “Areva” to explore for uranium in Niger, was due to a ransom which is estimated at twenty million euros, that the company paid to free its employees, which means that the ransom was paid after a political decision, and what was said about Areva’s will to do it, aimed to evade the consequences of such a political decision.
Confessions of Amara Saifi, who is called Abd al-Razzaq al-Bara or Abu Heidra, the former leader of “Tariq ibn Ziyad” battalion, to confirm the credibility of what was already referred to, as he confirmed that Germany paid five million dollars for the liberation of nine German hostages, four Swiss and one Dutch in August 2003, and who were abducted south of the country.
It is known that Germany neither recognized, on that day, providing any financial compensation in return for the release of these nationals, just like any Western European country generally, nor providing a ransom to terrorist groups which flouted that craft of kidnapping in exchange for money.
If Germany and other countries, which have contributed to the payment of ransom for the release of their nationals, had acted before the issuance of the UN resolution No. 1904, issued on December 17, 2009, which was submitted by Algeria to offend the payment of ransoms to terrorists, but a lot of Westerners were kidnapped after this date and then were freed.
Perhaps the most notable release process that came after the adoption of the UN resolution, was the release of the French Areva group workers, and that was in October 2013, which means that the first who revolted against this decision are Westerners, led by French.
If France does not recognize submitting a ransom, but there are indications that prove that it did such violation, through the enactment of a law that authorizes the payment of ransoms to free hostages who are at risk, less than a year after the release of the UN resolution that criminalized that decision.
This law, which avoids the use of the word “ransom” issued that the French state has the right to request the payment of all expenses that it incurred by the order to save other people abroad who are working in danger, the State then collects the amount that is paid from the party that paid for it, which was considered as violating the UN resolution.
