Algeria’s $286-billion projects will not be achieved before 2025: expert

Algeria needs 14 years to consume the 286- billion-dollar spending programme to boost infrastructure and other projects, economist says.

  • “Administrative bureaucracy and the weakness of national projects assessment is the main reason behind the delay of five-year plans execution,” Amhamed Hamidouche told Echorouk.

  • “Algeria spent $30 billion only from the previous five-year plan. That means $12 billion per year,” he added.
  •  
  • He believes that the light improvement in national achievement capacities may enable to execute $20 billion-projects per year.
  •  
  • “In this case, Algeria will not be able to spend $286 billion before the end of 2025. A ministry of digital economy should be created to be in charge of accompanying the Algerian administration,” he said.

  • “If Algeria can use up all the money by 2014, it would have to execute $7.94 billion-projects per month. This is impossible due to the country’s capacities.”

  • “The Algerian administration is very slow in treating projects. One single project preparation needs a whole year. This is a catastrophic compared to international average.”
  •  
  • “Algeria gave huge financial commitments. Now, it is not able to spend this money on time because domestic capacities of achievement are weak.”
  •  
  • The economist believes that the delay in the next five-year plan execution will have a dangerous impact on Algeria’s infrastructures and the achievement cost.
