The Algerian authorities have decided to fine the public and private mobile phones operators that decline to reveal the names of their new subscribers to the services of the Finance Ministry.

  • The fine was fixed at 2 thousand Euros for each line which is not identified at the level of the Telecommunication Regulation Institution which was blamed by the government for the prevailing chaos, two years after issuing a law compelling the operators to systematically declare the subscribers to reduce the number of unknown lines.

  • The Algerian authorities have vehemently criticized this institution for failing to fulfil the task for which it was created, despite several irregularities registered by the public and private operators.

  • The number of unidentified phone numbers has totalled 2 millions over the year 2008 giving an opportunity to foreign companies operating in Algeria to transfer millions of Euros abroad.

  • The Algerian authorities have indicated that the identification of the telephone users was better before the opening of the sector to competition, since the identification of the subscribers of the landline was systematic. But the opening of the sector to competition has led to the emergence of hundreds of thousands of unknown subscribers.
