Algerian-French Partnership to Reform the Tax System

Finance Ministry, will open, next Thursday, in partnership with the European Union, a “twinning” project, which seeks to modernize the tax administration and improve control work and support it.
This initiative aims to strengthen the structure and contribute to the modernization of the tax administration, and improve the use of public funds and tax reform, let alone enhance its ability to develop its human resources and the training component, through the establishment of training facilities with professional teams of teachers, to accompany the introduction of new methods of management and control.
This twinning project will develop the administration that is based on performance management process, internal control, analysis and improving the recovery capabilities.
According to the statement, the twinning covers four areas, which are promoting the human resources management, through the development of new human resources’ strategy for the renewal of the Staff Regulations, and the development of a culture of performance, and look at all the proposed professional training dimensions, with the release of functional specifications for a range of programs, which would allow the promotion of the implementation of an effective management for dialogue and performance of the proposed leadership.
This program, for which the European contact allocated a financial envelope of one million and 400 thousand euros, will allow the training of nearly 20 thousand frames under the supervision of the General Directorate of Taxation, and under the supervision of 600 frames, and it will be supported by training missions to European countries, which which last until November 2017.
Previously, the Algerian government adopted a program for the public finance modernization, and improving the use of public funds and building structures and tools of management control, and it touched a lot of General Directorates of taxation that provided for the creation of a new organizational structure for tax administration, and improving the quality of services that are provided and the fight against fraud and tax evasion.
New twinning project is a “Support to the General Directorate of Taxation to improve performance”, which is funded by the European Union as part of the process of modernization and reform, which is managed by the Ministry of Commerce in support of the implementation of the Partnership Agreement between Algeria and the European Union through the General Directorate of Taxation and the French General Directorate of Finance.
