Employment: Only 10.000 New Jobs Can Be Created In 2017

Ministers of many government departments failed to get the Prime Minister’s approval to open new financial positions next year, in contrast to the years before the oil crisis, when the open positions reached half a million posts, so the new graduates will not be on a date with competitions for employment in 2017, but only 10.000 posts that are distributed between the sectors of education and health, as the posts in the police services, civil protection, customs are reconsidered according to the state budget for the coming year.

Indicators that are adopted in the budget for several ministerial sectors and the most important measures that were taken, under the draft Finance Act of 2017, revealed that the challenges that await the country and the financial crisis will worsen in the coming year, and it will not just be limited on the freezing of new projects, or reducing the wage bill in the public employment by about 60 billion DZD , or about 6.000 billion centimes, due to the non-replacement of positions, and government will not open new employment positions or even the replacement of workers who have been referred to retirement, or decide to go out at an early age because of the abolition of the retirement law from the beginning of January.

Education sector in 2017 will notice the opening of new financial positions (6000 jobs), that are distributed between 4600 pedagogical positions, and 1400 positions for Management Training, as the ministry explained the registered decline on the level of users’ expenses by modifying these expenditures according to the real needs of services, in order to rationalize the public expenditures.

With the exception of 6000 positions that will be opened next year, the National Education Ministry will not be able to open new positions, except in the case of the Prime Minister’s intervention, as it happened in 2016 when it opened 13.000 additional financial positions in implementation of the instructions of the Prime Minister, under the instruction No. 622 W.A dated on March 15,2016, to ensure the new school year 2016-2017.

In terms of numbers, appropriations that were allocated to the education sector for the year 2017 are 764 billion Algerian dinars. A decrease, as compared by 2016, that reaches 17 billion dinars, and by 2.33%.

According to the state budget for the year 2017, which copy is available to Echorouk, the health sector was the only exception in the budget and noticed an increase of allocations, and even in the users’ costs, which were estimated at 6.55%, or as much as 19 billion dinars.

Health Ministry created 4000 additional financial position, that are directed to 1500 specialist medical practitioner, and 1,500 para-medical specialists for 126 institutions that will be received in 2017, with an amount that is estimated to 2.5 billion dinars.

Regarding the Interior and Local Groups Ministry, which usually holds the largest share in employment, by virtue of its control over the General Directorate for each of the national security, civil protection, and the Directorate of National Transportation, and the General Directorate of the municipal guards, however, the state budget that was allocated to them for the year 2017, did not include new jobs but we noted a decline in the financial envelope that was directed the ministry by 7.48%, IE with 31 billion dinars, noting that the Interior and Local Groups Ministry have opened, under the Financial Act 2016, more than 415.000 financial positions.
