Executive Decree said that that investments should be completed in a period of less than three years from the first of January 2014 for the active concessionaires, but for investment of other concessionaires, it must be completed is a period of no later than three years, as well as from the date of granting the final accreditation, as investment could be accomplished by the concessionaire itself or in partnership with local or foreign brands that are active in the sectors linked to cars, according to the criteria that is specified in the book of conditions.
Government threatened, in an other article of the decree, to withdraw accreditation in case of violating the previous article, i.e do not establish an investment for manufacturing spare parts.
