Housing: Officials who ask citizens to provide a voter's card to be punished

Algiers Governor, Abdelkader Zoukh, sent a special investigation commission to the municipality of Dar Bida, on the backdrop of the declaration that was issued by the mayor about requiring the voter’s card in the deportation files, and delivering them to the neighborhood committees, which was considered by the Wilaya’s services as an exclusivity compared to past operations, Echorouk sources said.
Same sources added that the governor was very angry of the resolution that was issued by the mayor of Dar Bida, Ilias Kemkani, because it came in a unilateral way, and was not based on an instruction by him, causing anger among residents in anarchic building, who do not have a voter’s card.
“Investigation that was launched by a committee from the Wilaya spoke about the arrest of the mayor precautionary, and the second reason comes in assigning neighborhood committees to collect the files, which is incompatible with the procedures in place, thing that was considered by parties in the Wilaya as trying to pass members of strangers from anarchic neighborhoods.”
“Reasons behind this decision back to the measure that was considered as individual, and was not based on any instruction that may be issued by the Wilaya services verbally or in written form, to the heads of municipalities in this regard. Decision of the arrest came after the serious mistake that was committed by the mayor, who have assigned the neighborhood committees, to collect files of the citizens who are concerned with deportation, which is incompatible with the laws that govern this process, which forced the department to provide for the collection of files, and the inclusion of representatives of neighborhoods, as a witness only to provide all the necessary information about the residents of these neighborhoods in order to put an end to attempts for manipulation and corruption that were proven during the past deportation operation, similar to what happened in Aliah, when the Wilaya discovered that the deportees returned from the cemetery to the life of the tin, forcing it to take actions to expose manipulators, including field investigations and reviewing the national card of housing.
