Representatives of civil society and lawyers in the province of Tebessa evoked a heavy scandal about real-estate, lands, fake projects, construction licence law and illegal buildings settelment.

Civil society representatives called on authorities to open a large investigation on real-estate and lands granted illegally under the cover of investment. Officials, members of Parliament, businessmen and investors are involved.

A document was sent to the Prime Minister, justice, housing, interior and finance ministers. It shows that local businessmen and investors obtained real-estates in very strategic and sensitive places in Tebessa.

The same document says the real-estates were offered with the permission of a committee which included many local administrations.

The investors are not deprived of those lands if they do not start their project within 3 years. Yet, laws and excuctive decrees stipualte that construction licence expires within 3 years.

According to the same source, most of the investors use the real-estates to build shanty towns or luxury houses.

Tebessa’s inhabitants suffer from a housing crisis due to a lack of real-estates compared to the number of houses which should be constructed.

Civil society representatives called on authorities to intervene and stop those investors.
