Over 309 Importers To Face Justice, Customs Count Only 33.000 Declarations

Government was able, during the 9 recent months, in the framework of the political austerity, to curb the imports and reduce the import bill, as figures from the customs services indicate a decline of customs declarations, that are signed upon the import, to 133.000 declarations only, while a large number of customs declarations that are related to export reached nearly 900 during the same period.

Regional director of Algiers Customs, Zitouni Djoudi Rachid, told Echorouk, that his services recorded, during the period between January,1 to September 30, 2016, over 133.499 customs’ declaration that are subscribed upon the import, compared to 196.398 in the same period of 2015, which resulted in the collection of nearly 248.272 million DZD.

“Decline in the number of customs declarations at the import in 2016 suggests the success of the government’s policy, which aimed to curb the import operations to reduce the import bill”.

Number of customs’ declarations about export during the same period was registered, which is considered an efficacy of the policy that was set by the General Directorate of Customs, especially the policy that is related to upgrading customs facilities, especially those related to exports outside hydrocarbons.

“Despite the decline in the number of customs’ declarations during the import process, but the customs collection was up by nearly 5.75%, which explains that the success of the measures that was approved by the General Directorate of Customs is to keep a considerable customs’ collection for the benefit of the public treasury”.

“Among the measures that were approved by the Regional Directorate of Customs to upgrade customs collection, there is the rationalization of expenditures to achieve efficiency in the percentage of shares that are sold in the auction. During this year, customs collect over 34 billion centimes for the public treasury, as the first operation was conducted in March 2016, and it resulted in the collection of nearly 24 billion centimes, and the second operation, in July, reached nearly 10 billion centimes”.

In a related context, the outcome of the services of economic censorship and suppression of fraud, shows that during the first nine months of the current year, over 309 files were transferred to justice against importers who violate the law.

Inspectorates at the border level studied 74.420 import files of a quantity of 878.28 million tons of products, that are valued at 5.05 billion DZD, and then over 73.129 declarations benefited from admission that are related to the quantities of imported goods and that are estimated to 28.8 million tons, worth 5.002 billion DZD.

Undeclared turnover of the commercial transactions that are invoiced reached 3.5 billion DZD for the same period, by up to 5.7% compared to the same period of 2015, as they recorded in terms of business practices over 41.877 offenses related to the absence of prices declaration, and the lack of depositing the social accounts (13.342 offenses), the exercise of commercial activity without shops (10.387 offenses), and 8.925 opposition of censorship, and the lack of possession of a commercial record (7.543) and illegal practices.
