President Bouteflika To Discuss Death Penalty Against Kids Kidnappers At The Ministerial Council

President, Abdelaziz Bouteflika, summoned the Prime Minister, Abdelmalek Sellal, and a number of ministers, senior officials in the state, to attend a meeting that he will chair here on Saturday, in order to consider two files, one is financial and economic and the other is social, and it comes to the finance bill for the coming year and abductions of children, which is now haunting the official circles and disturbing the public security of the state.

President Bouteflika was expected to hold a small meeting to discuss the legislative procedures that are contained in the Finance Bill 2017, before the end of last August, but it was delayed to be held here on Saturday, although some government ministers are only concerned with the meeting, according to the area of ​​specialisation and the type of the files that will be discussed, but the meeting also concerns senior officials in the state, as they are expected to attend, along with Prime Minister, Abdelmalek Sellal, including the President’s Office Director Ahmed Ouyahia, and Deputy Minister of National defence, Commander of Staff, Ahmed Gaid Salah, the Ministers of Interior, Justice, Finance and Director General of National Security, Abdelghani Hamel.

Ministerial meeting, which coincides with the start of the social, school and university year, carries large importance, given the nature of the files that will be discussed, although the financial and economic situation of the country makes of discussing the measures that are carried by the Finance Bill an urgent file, but the social concern which is raised every time by the abduction of children makes this file as important as the framing of the fiscal year and the economic situation of the country, because it comes to the public security of the country.

Within this context, Echorouk learned from government sources that the President Bouteflika asked officially every judicial and security concerned departments to develop a set of proposals to contain the phenomenon of child abduction and weed it out, and it is expected, in the light of these proposals, that government will underline a national policy that is able to put an end to the phenomenon, even though lifting the freeze on the implementation of the death penalty as a deterrent method seems an impossible option, because the President Bouteflika has already decided about that in past years, in addition to the international obligations in this matter, but the preliminary data confirm that the issue of activating the death sentences will be present within the debate, on the grounds that it has become a popular demand, and between this and that, the Interior Minister Noureddine Badawi and Minister of Justice Tayeb Belaiz and to their part Director General of National Security, will all present their proposals.

In the financial and economic side, Echorouk sources confirmed that the meeting is pivotal and crucial to the fate of many of the measures that are carried by the Finance Bill for the current year, which details were published by Echorouk in the previous numbers, particularly those relating to the expansion of the tax base and the repercussions of reviewing some of the taxes on the purchasing power of Algerians, and the word that the President will say tomorrow about the first project of finance law that is submitted by Haji Baba Ami, the new measures will either succeed or fail on the grounds that the only legal leg that remains waiting for the bill before forwarding it to parliament is the Council of Ministers.
