Procedures, facilities for immigrants still wait for embodiment

File of Algerian community abroad is on the table of many officials in the Foreign Ministry since years, then it has been appended in recent years to the Solidarity Ministry, and became under the name of “the Ministry of Solidarity, Family and National Community Abroad”, then a new structure was developed separately with two names which are “Ministry Delegate in charge of Immigrants” then “State Secretary to the community abroad”, then the latter was canceled and the file of immigrants was attached to the Foreign Ministry of Foreign Affairs once again.
All officials who led the conduct of file Algerian community abroad prepared mechanisms and strategies to address the problems of immigrants, as Djamel Ould Abbas, Halim Ben Atallah and Belkaceme Sahli, launched many of the promises to ensure the concerns of the community, and with the guarantee of the Foreign Ministry to address the new file, it declared on July 2014 about taking a number of measures for the benefit of Algerians abroad including those who are detained in penal institutions.
Facilities included easing the consular registration, strengthening protection for them and increasing the procedures of pertaining to the extraction of administrative documents.
In the area of easing and simplifying the consular registration procedures, the use of computing was adopted in the issuance of documents, and the digitization of records of civil status, with reducing documentation for the consular registration. An e-link was created between the Foreign and Defense Ministry to settle the status of citizens who are residing abroad towards the national service, in addition to the granting of passports of short duration for citizens who are in the process of the settlement of residence status.
Foreign Ministry statements said Algeria created new consular headquarters in Frankfurt, Barcelona, London, Nanterre, Lyon, Montpellier and Toulouse.
It announced on procedures that have been developed under the name of “strengthening the consular protection”, including the census of all detainees in prisons across the world, and organize consular visits for them, and communicating with lawyers and associations which defend the rights of foreigners and recruiting lawyers in detention centers.
As for the measures that were taken for the benefit of the community for the summer holidays, it added that Algerian authorities eases the entry and customs’ procedures through pulling the police card from circulation, and increasing the energies of transportation by raising the number of trips by sea and air, and creating corridors for families and elderly, and strengthen teams of navigation to ensure procedures of customs and insurance.
