Religious Affairs Ministry Ends Chaotic Construction Of Mosques

Religious Affairs and Endowments Ministry organized the process of opening the mosques, which were followed by licenses that are granted by it, according to the 57th edition of the Official Gazette, after the chaos that engulfed the various mosques and introduced them in works that lasted for many years due to the lack of commitment of the benefactors to complete the works on time, and launching large projects that they were unable to complete.

According to the decree, “Religious and Endowments Ministry will open, in application of a decision, the pole national and local mosques to perform Friday prayers. Religious affairs will also cooperate with the Culture Ministry about the historical archaeological mosques, whether in the process of opening or closing them, in case of opening or closing them for the restoration and maintenance, and will be reopened once if the works are completed on the basis of the delivery of minutes that prove their completion.

As for the opening of mosques in the neighborhoods to perform the five prayers, the directors of religious affairs and endowments are entitled to open them after coordination with the concerned departments.

Directors of religious affairs and endowments in the state should inform the competent departments at the level of the central administration of each curriculum for opening mosques of the districts.

Directors of State for Religious Affairs and Endowments raise the request for the opening of mosques to the competent departments of the central administration, accompanied by a complete file containing a technical card for the mosque, the approval of the competent technical departments, especially the services of civil protection and technical supervision of the building to provide the conditions of safety and security in the mosques, attached to the Executive Decree No. 15-19 of January,25, 2015 or according to the model in progress in the completion of buildings and their conformity to the record of proving the Qiblah.

According to the decree that was signed by Mohamed Issa, the request to open mosques can be attached to any other document, especially those specified for the legal real estate of the mosque where it is build and its original ownership, and the final conformity certificate that is provided in the file must ensure that the works are completed 100%, according to the plans that are approved in the construction on to be attached with a copy of the decision or decision containing the opening, as appropriate to the announcement billboard at the mosque’s level.

Many imams praised the decision as an honorable addition to eliminate chaos in the construction of the mosques.

In an interview with Echorouk, Dalloul Hadjimi, revealed the chaotic process of construction of mosques and the non-completion of their structures, while others are still the subject of judicial disputes because of the non settlement of ground, in addition to the lack of respect for the most important protection and safety standards, as the most of the mosques lack ventilation outlets, air conditioning and parking, and do not respect the urban pattern of the visitor and its civilizations, calling for the need to adjust the general layout of the mosques in terms of form, architecture and decorations.

“The decision is in the public interest, as many projects are still open workshops, providing examples of some mosques that require completion of 40 years.

“These shortcomings prevent the performance of the function and the mosque for the task that is entrusted to it”.
