Scandal in the Center for Developing Advanced Technologies: Algerian Professor leaves Algeria for Canada because of marginalization

Algerian international Professor Tahar Tewam, also researcher in the Center of Developing Advanced Technologies, belonging to the Ministry of High Education and Scientific Research, decided to leave the country and return again to Canada, after all doors of committed dialogues become closed, including Bouteflik’a instructions to help researchers and promote them to higher positions.

In an exclusive interview with Echorouk, the Algerian researcher said that the President Abdelaziz Bouteflika called for the necessity to take care of researchers living abroad, and help them contribute in developing the scientific research in Algeria, and return back homeland forever.

 However, as he said, collides with a sad reality, suffered by researchers who return back to Algeria, as the case of this international researcher in advanced technologies, who is now just a worker in the CAT, only because he complied to the president’s call to return back home, following the first meeting with Algerian researchers living abroad.

 

“I suffered several times from ferocious attacks by the manager of the CAT, Ibrahim Bouzouia, whose hands reached the special and electronic accounts, in addition to his continuous intervention in my scientific life, in order to remove me from the center without a reason”, D. Touam Tahar said.

 

“Troubles begun when the manager tried to keep me as a professor researcher in category “B”, whereas I was promoted to category “A” since months, like many other colleagues who benefited from promotions. This means that the manager is powerful than the minster who signed and approved the promotions since January 3, 2010”, he added.

 

“I waited a lot before going to press, but it was important to do this step in order to let the Minister of High Education and Scientific Research,Rachid Hraoubia, know about the behaviors of this manager that are contradicting law, and which confirm his tough hatred to researchers coming from abroad. He asked me one day to return from where I came, in order to let me far from my homeland Algeria, especially as a lot of foreign universities and scientific centers need my cervices”.

 

Doctor Tahar Touam, is graduated in Physics (DES) since 1986 at Annaba University, east of Algeria. In 1987 he joined Ottawa University, Canada, and got an international graduation in English. In 1989 he got Maters (MSC) in Physical Engineering, specialty in Lasers and Lightening at the Polytechnic School of Montreal, Canada, which is one of the oldest schools in the world. In 1994 he was also graduated Doctorate of State (PHD) in Physics, spatiality (Photons and Fiber Optics) at Laval University, Canada. In 2009 he worked as a Professor Researcher in the Center of Advanced Technologies, complying for the President Bouteflika’s call. Now he supervises on the Permanent Office of Nour Network 21, specialized in Advanced Technologies.

 

Dr. Tahar Touam has a register full of inventions and scientific activities, including the invention of a slice for Telecom networks, and other inventions.
