Sharp shortage in S12 birth certificate in Algeria
Most of Algeria’s municipalities suffer from the lack of special birth certificate “S12â€, the principal document to obtain biometric passport and national identity card.

A number of municipality presidents in Algiers say civil state department can not meet the huge number of S12 requests. Their number is estimated at more than 170 requests per day while municipalities issue 80 copies per day only. This lack is due to the shortage in print copies as the press of the Bank of Algeria in charge of printing could not do that.
Director of the official press Mahfoud Kerbadj said he was surprised of not giving the S12 and biometric passport to the official press to print. “I have already asked the interior ministry to grant the printing deal to the official press as they are official documents and they have a big importance.”
“I am ready to end this shortage in record time as my press is equipped with all necessary and modern means,” he told Echorouk in a phone call.
“The official press continues printing old passport according to the interior ministry’s program. All the provinces get their needs in passports on deadline,” he added.
The press of the Bank of Algeria makes a delay in printing documents. It did not respect the interior ministry’s program about printing biometric passport document.
