A National Database With The Names Of Criminals To Combat Kids Abduction

Justice Ministry services will develop a high-tech system that aimed at the creation of a database of those involved in the abduction and qualified crimes to combat the phenomenon of kids abduction and protect the society, Justice Minister, Tayeb Louh said.

Justice Ministry is preparing to complete and strengthen actions that are related to combating kids abduction, as it decided to support the national warning scheme through developing a national database structure of perverts, that will be distributed to all the security services to enable them to confine the suspects who represent a danger to society and public security.

Justice Ministry sources said that the national warning scheme which identified actors and parties that intervene within the fight against the phenomenon of child abduction, that was prepared by the Ministry of Justice, by coordinating the efforts of all the state’s services to support it, in the next few months, through developing a national database that is prepared in coordination with the various security services and the involvement of the health sector and civil society associations, to build a referential futur to combat the phenomenon in a dimensional and preliminary manner as a preventive mechanism and a supporting means within the security and judicial investigations, as this information was confirmed by the Minister of Justice in the statements which he made on the sidelines of the visit, which led him last weekend to the Algiers Judicial Council and a number of servies of his sector when he was asked about the results of the investigation in the case of the kidnapping and murder of the girl Nihal.

Before developing a national database of criminals who pose a threat to society, especially on children, the Justice Ministry resorted to opening the topic for discussion, and hear the analysis of specialists who confine the reasons for the abduction of children, and make them associated with lesions and other social crimes, such as the use of child abduction to pressurise people to get ransoms or to use them in begging or in human organs’ trade , but that reasons remain mismatched with the Algerian reality that is aware of the widespread of begging or organs’ trafficking cells, as studies that relied on samples of kidnapping tend to the majority of cases to the pervert and troubled perpetrators.

Justice Ministry, which moved strongly to combat kidnapping, and made it everyone’s job, after being placed on the state’s services priorities which are forced to move together immediately after the announcement of any cases of abduction, through the activation of legal texts, especially the Penal Code and the development of a database or what is known as a national database with the names of delinquents, that will ensure a prior and dimensional fighting of the phenomenon of kids’ kidnapping.

Echorouk sources asserted that the ministerial department of Tayeb Louh and in the context of its oversight on investigations into the cases of abduction, asked the sectors that are involved in combating the phenomenon, to adopt special safety rules, that require compelling parents to show diligence to protect their kids from abduction, without excluding the idea that the government should include amendments on the Child Protection Law, to address the situation of vacancy that is related to the responsibility of the parents in protecting their children from abduction or any other cases that prove their negligence.
