Algeria adopts new laws to foil attempts of recruiting Algerians within ISIS

Algerian legislation in counterterrorism will be soon tightened through issuing a law that criminalizes the preparation of acts that are related to the movement of people to areas of conflict, and joining terrorist groups abroad, Justice Minister, Tayeb Louh, said last week end in Cairo, in the works of the 31st session of the Council of Arab Justice Ministries.

“Terrorism is the largest threat to the security of the Arabs by virtue of its association with both internal and external factors, that are encouraging its spread and danger, and also because it is based on the intellectual extremist reference to prove legitimacy of the most heinous crimes that it committed, which makes the subject of counterterrorism a priority of the Arab World, which made Algeria adapt its legislation with counterterrorism requirements, as Algeria will issue a law that criminalizes all acts that are related to the movement of people to areas of conflict, and acts of propaganda and inciting for the purpose of recruiting fighters through using the Internet and other modern means of communication.”

“Amendment of the law is imposed by the growing phenomenon of terrorism, which attracted many youth in an unprecedented way to move to areas of conflict, being affected with the subversive propaganda that it spread, and that is urged by terrorist groups by all means, including, in particular, modern technologies for information and communication. Phenomenon of foreign terrorist fighters is threatening countries in their structures, and are fueling international conflicts, which forced the Council of Arab Justice Ministers to pay attention and think about finding solutions to them, as the international community and the Security Council did.”

“Security challenges and conflicts in the Arab region created an atmosphere of insecurity, and contributed to the proliferation of arms, drug smuggling and human trafficking in the countries that notice splits and wars. Regional legal mechanisms should be activated, the judicial and security cooperation should be enhanced with the bilateral cooperation, through updating and developing means of action of the authorities in charge of the immediate exchange of information about the criminal cells in the country and methods that are developed, and that are used so that there remains no haven for criminals.”
