Algerian, foreign travelers who join fighters to get 10 years in prison

Algerian legislature would impose, in the context of counter-terrorism and the phenomenon of “foreign fighters”, through the amendment of the Penal Code, measures against every Algerian or foreign person who will travel to a foreign country to join terrorist groups, up to ten years in prison.
According to the articles that were issued by the preliminary draft law, that is supplementing the Order No. 66. 156 which contains the Penal Code, that was published by APS, every Algerian or foreign person that resides in Algeria will be criminalized, legally or illegally, because of trying to travel to another state, in order to commit terrorist acts or plan them, prepare or participate in the training to commit terrorist attacks, and this in accordance with Article 87 bis 11, which condemns these acts strongly, punishing them from five to ten years in prison, and a fine that is ranging from 100,000 to 500,000 ZDZ.
According to Article 87 bis 12, people who will be punished by temporary imprisonment, from five to ten years and a fine of 100,000 dinars to 500,000 dinars, are every person who uses information and communication technologies to recruit people for the benefit of a terrorist association, organization or group which purpose or activities fall under the provisions of Article 87 bis of this law, or regulate its affairs or support its acts or activities under the provisions of Article 87 bis, or regulate its affairs or support acts or activities, or publish their ideas directly or indirectly.
This legal project is part of the actions that were already taken by Algeria in counter-terrorism, and will strengthen Algeria’s experience, which is leader in the counter-terrorism, and takes into account both the political, legal and security aspects, to counter the risk of this phenomenon, which led to destabilizing some countries that become conflict areas that attract the citizens of other countries to participate in the criminal operations.
