Coordinator for the Higher Education Professors: “Hadjar should unify the laws of publication and rehabilitation across universities”

Teachers across the country universities asked the Minister of Higher Education and Scientific Research, Taher Hadjar, to intervene to find a solution to the crippling conditions that are imposed by the universities for the qualification in the rank of Professor Lecturer “A”, and for the adoption of the university publications, a problem which has remained stuck despite the assurances that were given to the syndicates in the era of the former minister, as they remained ink on paper.

A number of professors told Echorouk about a series of obstacles and abuses that are practiced by the scientific councils and colleges to grant upgrading for the professors, and this by imposing unacceptable conditions to accept the university publication for the professor, who applies rehabilitation request for the class of lecturer “A”, as the process is characterized with favoritism in the selection and passing the files to the Scientific Council.

This was confirmed by a number of professors in the Faculty of Human and Social Sciences, Department of Social Sciences in Blida, where they asked for the creation of an inquiry commission to find out the suffering of teachers after they obtained their PHD graduation.

The concerned added that the problem is getting more serious due to the lack of the unification of qualification requirements for laws across all universities, what made it monopolized by the Scientific Council, as teachers are forced to wait for months and years to approve the qualification, as others are granted upgrading without any clear standard or taking into account the professional experience of the professor, as they wondered about the reason for the exclusion of the experience that the professor spent in teaching the Applied Business and the requirement for teaching the lecture for two years, with the appointment of experts who have no connection to the module to evaluate the print of the professor who spent years of his life in teaching.

For his part, the National Coordinator for the Higher Education Professors, Kennas Abdelmalek Rahmani, emphasized that the rehabilitation problem and the requirement for publication in imposed sessions on university professors are still stuck despite the existence of agreements to find solutions with the former minister.

“Obstacles are arising from the work of every University with special terms, as there is no unified national system, which made the Professor liable for bargains and bureaucratic hurdles to obtain the qualification, which is usually subject to favoritism, which characterized the conduct of most of the scientific councils. University professors’ problems exacerbated because the new minister did not call the syndicates to get to know their problems, and since his arrival he announced about unilateral decisions. Problem of publication and rehabilitation blocked about 40.000 registered in PHD of whom 20,000 professors. There should be a reconsideration of the scientific councils, and the re-election of university administrators to eliminate these problems before the coming university year’s start.
