Independent National Council for Teaching Users in its three-phases of Education, lifted in a detailed report a set of obstacles that are facing the “technical committees” with equal members, which is charged with studying the accepted candidates’ files, and this may lead to errors, and then put the luck of some candidates at the expense of others.

In return, Education Directorates are forced to send “technical registers” accompanied by a list of marks in the public service here on Thursday.
National Secretary in charge of Information and Communication at the syndicate, Messaoud Boudiba, said in an interview with Echorouk, that the CNAPEST report limited the problems that are facing the “technical committees” which are charged with studying the candidates’ files, in the increasing number of candidates this year, which doubled compared to the previous years, because of the expansion of the list of accepted graduations in technical and scientific specialties for teaching in the primary phase, and that was not accredited, which may lead the committees to commit mistakes, due to the lack of time, which may prevent the study of the files, and which may lead to the loss of the right of candidates at the expanse of other candidates on the one hand, and it would open the wide doors for manipulation of marks.
“There are some provinces which did not initiate the files’ study because of their concern in the reception of files that exceeded 2000 files only in the primary phase only in every Wilaya.”
“Another problem is posed about the difficulty of monitoring the work certificates, and periods of work, which hinders the monitoring of the next candidates, who come from provinces other than their original ones. Committees faced another obstacle, which is the lack of controlling the fraudulent certificates of residence. Complaints that were filed by many candidates confirm that there are candidates outside their Wilayas deposited certificates of residence, which they described as fraudulent, as they demanded an investigation in the case, in order to achieve equal opportunities for candidates by granting everyone his/her right.”
With regard to the gained professional expertise, the CNAPEST report confirmed that the decisions to open, included several jurisprudence in determining the professional experience of those who worked as teachers in public sectors other than education, making it difficult for the committees to identify the matching of labor certification, with the level of job candidate.
