LMD system’s Masters and PHD graduates are threatened with unemployment

Freezing of the Instruction of the Higher Education and Scientific Research Ministry, that was issued on November 2014, concerning the abolition of specialization in employment competitions in universities, raised large resentment by the candidates to pass this season’s competitions, as they were surprised by rejecting their files under the pretext of mismatch of specializations in spite of the absence of a second instruction that cancels the first one.

Different universities notice currently a race by masters’ degrees graduates for employment competitions for the post of Professor Assistant Professor “B”, after several universities announced on competitions in various disciplines, and start receiving the files.

However, the shock was unexpected by dozens of candidates whose files were refused under the pretext of non-conformity of specialization with the open position, even though a ministerial instruction that is carrying the No. 1662 and was issued on November 2014 by the Human Resources Directorate at the Ministry of Higher Education, pointed to the cancellation of specialization that is conform with the requirements to join the open job, allowing the possibility of accepting the files of four disciplines that are close to one position, based on the regulatory laws, Article 7 of the Law of April, 28, 2011, the Executive Order No. 8/130 and the decree of May,3, 2008, which states that there is no need for accurate specialization in the rank of Professor Researcher with the level of Assistant Professor “B”, allowing a good exploitation of pedagogical posts and not returned them, such as what is happening at the level of several universities, under the claim of not nominating the owners of the required disciplines.

Ministerial instruction confirmed that these actions will allow the strengthening of supervision in the various disciplines, and responds, at the same time, to the concerns and complaints of the candidates whose files were refused for these reasons, as the instruction also identified the other controls that are related to the need for specialization of teachers who are assigned to conduct the meeting with the candidates and to ensure that there is no type of relationship between the two parties to ensure fairness and transparency, and also regulate advertising, appeals and the candidates’ files.
