Government finally dropped the requirement of the ratio of the products that are concerned with the consumer’s loan, because of the weakness of this ratio at 90% of the national institutions that were placed in the extended list of this long-awaited project, as the preliminary text of the draft law stipulated the proportion of 40%, but the reality shows that the Algerian institutions are far from achieving this ratio.

A source from the work team reported that a project is prepared, refusing to reveal of on its nature, by the government but it is caught in a real dilemma now, which is how to determine the required ratio that is required in the products that are concerned with the loan consumer.

“Teams received the preliminary draft law by a ratio that is not less than 40%, but after the inventory and scrutiny process, it turned out to be the best institution that offers a national product, which integration does not exceed 20%, which disturbed the Industry Ministry.”

“Industry Ministry, the Central Syndicate and all the parties that are involved in this project, found it very difficult to limit the institutions that are concerned in the project, and the products that are marketed as a national product, and which carry the words “Made in Algeria”.

 Same sources confirm that the institutions have resorted to circuitous ways like favoritism and loyalties for the inclusion of their institutions and their products within this project.

According to the obtained information so far, the Industry Ministry, and in light of the country’s financial situation, preferred to wait in the case of the institutions and products that are concerned with the loan consumer, because the product that will be marketed, will be imported by 80% and the remaining 20% will be national, which is the opposite of what is sought by the government.

And to some extent writing these lines, confirms the same sources, the Ministry of Industry did not adopt nor any party whatsoever of any organization or product concerned project consumer loan, where, despite the issuance of its Executive Decree except that the file is still at a standstill, especially in light of the lack of vision becomes clearer about the center dangers, bank guarantees and others.
