Secret inspection committees to stop bureaucracy in municipalities and administration, Interior Minister says

Interior and Local groups Minister, Noureddine Badaoui, orders the introduction of new procedures on conducting the biometric passport file, and create spaces for the reception of citizens in the best conditions at the level of 44 municipalities in the capital, before generalizing the process in the large cities, with the adoption of the “SMS” technology, to communicate with citizens and inform them of their files’ progress.

Badaoui confirmed the need to find ways to avoid “violence in stadiums”, through an inter-ministerial committee that is working in coordination with the concerned ministries, as is the same effect in relation to traffic accidents, which is now reaping hundreds of lives.

He wondered, as reported by Echorouk’s informed sources, in his meeting on Saturday, with the frames of its ministerial department, and the central managers, about everything that is related to the sector, both if it is about the General Directorates of Freedoms, Telecommunications, Means and Finance, Local Communities and the Modernization.

Last three directorates took the large part of the debate, as after listening to managers and questioning them, he confirmed that they are bound with the end of the month, by processing 44 municipalities in the capital, to receive the citizens, in order to deposit their files about the passport, with providing spaces, as the experience will be generalized later on the rest of the cities.

The minister responded to the concerns of managers who talked about some of the obstacles that are related to spaces, saying that this is not a problem and the one “Who wants to manage from the office does not work with me”, stressing the importance of creating a dynamic and apply the decisions of the ministry on the ground.

The minister also wondered about the application of the process of modernization in the file of depositing the biometric passport for pilgrimage, as he listened to a detailed explanation about the procedures which he asserts that it will be on time, stressing the need to accelerate the pace and receive citizens in departments and provinces, and at the central level, to finish the orders on time, as he highlighted the importance of compatibility of the central directorates and provincial services with modernity in the presence and availability of trained human element and means.

Since his appointment to meet central managers, in an effort to move the sector, Saturday’s meeting was a questioning about conducting the citizens’ interests, stressing the importance of maintaining the credibility of the promises “quickly and not rashly”, with the need to set deadlines in the extraction of documents, including what he promised with regard to the application of the biometric card in a given deadline.

Echorouk sources said that the minister decided to use inspection committees that will move in civilian missions, to find out the extent of the implementation of the decisions that were announced in various districts and at the local level, and orders the need to keep some of the administrative departments that concern the citizen open, evidenced by Algiers experience, ordering its application in the large cities in order to ease the pressure.
