Solidarity Ministry's Official looted money of needy across 14 Wilayas

Council of Accounting Report shows a set of manipulations in the National Solidarity funds.

It seems that Asking this body to cancel these funds has serious reasons, as details of manipulations by  an official at the Solidarity Ministry who looted money of the special fund of needy citizens and how he looted 60 billion ZDZ, through the National Organization of Algerian Students, which is headed by this employee at the ministry, with a degree of a person in charge of studies and prospective and this under the title of solidarity operations, as the looted money represented 92.5% of the total money of the fund’s expenditures at the end of 2012.

According to the latest report of the accounting council on the initial project of the law on settling the budget for 2012, the council resumed that the students organization benefited from important financial sums and deals with the fund as if it is a property, including a billion centimes that were spent without a prior control by organizational bodies, and outside the rules and procedures that are used in public accounting field, and in the field of concluding public deals.

This act reflects a clear will to violate the laws and rules that are applied in the field of conducting public money.

Report asserted that there have been two deals worth 421 million ZDZ to organize solidarity residences for kids between the Solidarity Ministry and the National Organization of Algerian Students that is led by this employee.

Same organization signed deals with social services committees that belong to the directorates of solidarity and social activity directorates at the level of 14 Wilayas in the north, and the directorates thar are concerned with ensuring the organization of solidarity residences and the blue plan with a significant sum of money, although these committees are not qualified to ensure these activities, according to the law N• 179-82 that identified the content of social services and the way they are funded, and the law on conducting social services as well.
