Validity Of Points' Deduction, Driving Licenses' Suspension Are Withdrawn From Gendarmerie, Police Services

Interior and Local Groups Ministry, gave in coordination with 4 other ministerial sectors, the power to deduct points from drivers when committing traffic violations and withdrawing the driving licenses, permanently to the National Traffic Safety Commission, as the administrative authority is legally empowered to do so. During the offenses and misdemeanors of the traffic, but their task will be limited only to send checks through the information system that is specialized for the driving license management driving with system points.

In the details, Ahmad Nayat Al Hussein, head of the National Center for Prevention and Security of Roads, told Echorouk that a permanent joint committee, which is composed of representatives of 5 ministries, respectively the Interior and Local Groups Ministry, that is represented in the national security, the National Defense that is represented in Gendarmerie, the Justice, Finance, Post and Communication Technologies, that exist at the level of Interior Ministry, that are working on an information system for the National Traffic Safety Commission, which will be fully operational before December of this year.

Nait Houcine added that this system will be linked and connected to all the various services that are involved in the form of police and gendarmerie services. 

The task of these departments is only to release the traffic violations that are committed by the drivers electronically through the information system of the National Traffic Safety Commission, then points are withdrawn immediately according to the misdemeanor of driving in case of drinking alcoholics that reaches a limit to a full 10-points of deduction.

“In terms of misdemeanors, the Justice Ministry, through all its courts and judicial councils, is also linked to the information system of the Traffic Safety Commission”, says the director of the National Center for Road Safety and Security” .

“When a driver is convicted of a traffic misdemeanor, he is directly sent to the commission for execution. In case of a final verdict on the acquittal of the concerned person, the latter submits an appeal to the Commission, which in turn returns all points that have been deducted”.

“If the judge decides to tighten the penalty by issuing a final judgment to suspend or revoke the driver’s license, the National Traffic Safety Commission is obliged to implement the sentence”.

“Post, Information and Communication Technologies is also concerned with the new information system by sending it through its post offices to pay the fines that is imposed by the drivers who violate the law, to the National Traffic Safety Commission, and anyone who does not pay the financial penalty is granted only 45 days before transfer its file to the judicial authorities, and the same measure is applied on the tax administrations in the area that is related to the volume of collection of fines”.
