The “Wikileaks” blow-whistle site has revealed on the basis of intrusion into the email correspondence of the former US Secretary of State Hillary Clinton, dating back to the year 2011, a leaked document addressing conditions in North Africa, especially in the aftermath of the fall of Colonel Muammar Gaddafi’s regime in Libya.

The leaked American documents showed that Hillary Clinton was looking to forge a counter-terrorism alliance among the Mediterranean countries, but without the inclusion of Algeria in this projected Alliance, and whose leadership was devolved upon Morocco, along with Egypt and Tunisia.

The relevant messages related to this leaked file were exchanged between Hillary Clinton, and Sydney Blumenthal, who was Adviser to former US President Bill Clinton, and whose main theme was the situation in North Africa after the events of the so-called “Arab spring” uprisings.

it also dealt with economic cooperation between the countries of North Africa, and then with the proposed vision sought by the United States Administration  for other areas of cooperation among the Mediterranean States notably in the anti-terrorism struggle.

The leaked document  neither mentioned Algeria nor its status within this planned Alliance.
