Education: Benghabrit responds to the protest of economic services

Protesters are demanding access to three grants, which are the pedagogical experience grant to rectify the significant differences in the wages of economic services’ employees, grant of supervision and responsibility and the Fund, the first because they are financial managers of educational institutions.

Responsibility and Fund grants, on the grounds that the financial managers is a certified accountant agent, that has the right for the grant in accordance with the Executive Order 04-308. Thirdly the additional business grant, as they have the right to compensate for all the extra work, that is related to the conduct of educational institution and reimbursing the school grant, the conduct of units detection and follow-up, and the conduct of school canteens. And also compensating for framing official examinations. Fourthly, the right to promotions. Strikers also asked for the application of Ministerial Resolution No. 91-829 about functions of the economic services of employees by identifying their tasks accurately, in line with the Law 90-21 on public accounting.

Benghabrit replied that she undertakes to make efforts to ensure the response to the demands, as a technical work team will be appointed to give the file to the concerned authorities.

With regard to the framing, fund and responsibility grants, the ministry is seeking to find solutions to them. As for the additional business grant, the ministry will find compensation formulas and is working to cancel the supplementary management, and is now working to resolve the problem of the adoption of management in coordination with the Finance Ministry.

As for the compensation grant for framing public examinations, the minister promised to include everyone who works in the framing of exams in the technique card, starting from 2014/2015 school year, as for upgrading ancient workers like economic services assistants, Major assistants of economic services, they will be registered on the lists of rehabilitation with the automatic conversion of financial positions through calculating professional experience.
