Education: Missions, training courses for university graduates teachers to abroad under surveillance

Higher Education and Scientific Research Ministry approved strict procedures regarding the short-term training courses orders of mission abroad for teachers and staff, after recording violations of the laws, and the exploitation of these formulas and expenses in hard currency without justifications, in addition to the agreements with foreign universities, and those concerning the registration of foreign students and trainees in Algeria, warning of providing detailed data for foreign partners without the prior approval by the university and the ministry.

Services of the ministry received in the recent months black reports, on the illegal exploitation of short-term training and orders abroad, at the level of several academic institutions, about the transformation of this missions into tourist trips and taking advantage of the hard currency, without reflecting on the scientific level and the national pedagogical performance, in addition to the exploitation of training courses as a means of pressure by some deans and granting those loyal to them these missions as a privilege, with preventing the rest of the teachers in ways that are not transparent, and take advantage of those who discussed Phds more than those who are under the completion of the thesis contrary to the laws, following the accumulation of reports and complaints.

According to Echorouk sources, the new conditions provide for the Cooperation and Exchange Directorate between the ministries that belong to the university under the No. 194, dated on April, 21, “Violations of regulations were registered, after giving anarchical, inappropriate, and unjustified orders”, especially regarding the assessment of the feasibility and the goal of the mission, and its impact on the institution, so it called upon the directorate for the need to utmost rigorous, coordination, and monitoring the training courses and tasks to abroad.

According to the instruction, the new conditions require identifying the tasks that are necessary only for the services of the sector, that are feasible and which period should be in line with the nature of the mission and its goals, and identifying the ways of the financial support, and referring the reports’ results after 24 hours from the date of completing the assignment, and to reject any task that can be achieved through modern media without movement abroad and spend money, but concerning the short-term training sessions, the ministry has called for the need to adhere to the Resolution No. 2010 dated on December 29, 2014, in the context of improving the level abroad, and the instruction No. 345 that is issued on March 12, 2015, concerning the training abroad and this by ensuring that the institutions which receive the professors researchers and permanent researchers abroad, actually have high technological and scientific abilities, with providing a message of reception and an action plan to ensure providing detailed reports on the internship training, and its consequences after returning back homeland, and the same matter for the staff in the context of training and institutional development scheme based on agreements that are concluded for international cooperation and partnership.
