Technical committee in charge of continuing the final formula of the draft law on amending the Constitution, at the Presidency of the Republic continues work without setting any deadlines for the closure of this workshop that consumed 4 years, contrary to the rest of the political reform laws, amid a new controversy that was raised by the proposal about the possibility of raising the legal age to run for the post of President of the Republic, and another proposal about the inclusion of the National Consultative Commission for Human Rights within the constitutionally recognized institutions.

The draft law on amending the Constitution returns again for study and analysis, after procedures of transferring it to the National Assembly Chairman, Abdelkader Ben Saleh, and the Chairman of the National People’s Assembly, Mohamed Larbi Ould Khalifa, gave the impression of imminent deadlines, which content was revealed and transferred to another legal station, an impression that made the parliament’s hour with its two chambers set on it, and there is even more possibility of collecting the two chambers during the current legislative session.
However, reliable sources told Echorouk that the document, which returned back after less than 10 days of arrival to the parliament and the presidency, it entered once again the laboratory study and analysis of proposals that are marked with “top secret”, as it came out of it. 
“Along with the current debate on Article 74 of the Constitution, regarding the Presidential Terms, which formed one of the items which have long been amended in 2008, and which seems to be returning to what it was like before 2008, and became solved, the Technical Committee opened another proposal for discussion about the terms to run for President office, and it comes to raising the age to run for the job at 70.
This article, if it is passed as a condition to run for the Presidential Elections, it will close the doors of Mouradia Palace (presidency) in front of a large number of political figures who are currently active for the presidential elections of 2019, especially since the list of the names that already sent signals reveal their desire to reach the post of the president, carrying a number of those who will exceed the age of 70 in 2019.
Draft law on amending the Constitution, which appears according to observers, still in need of more time to pave the way for passing it, and prepare the ground for the detection of the content, as Echorouk sources confirmed that its amendments affect the executive and legislative power, the freedoms and rights of citizens.
“It is supposed to affect the judicial authority, which has retained its current form in 2008, when the Constitution was amended in 1996. Regulatory and security institutions will retain its current form. Advisory Committee for the Protection and Promotion of Human Rights, that has the advisory nature of the debate on the truncating a place within the new Constitution.”
Issue of creating the post of Vice President of the Republic, which is already revealed by the Prime Minister, Abdelmalek Sellal, who led Bouteflika’s campaign in the recent elections, shows that this position does not exist within the amendment, and would not be part of the version that the Chambers of Parliament will cooperate to pass, but the issue of appointing the PM by the parliament’s majority, that was called upon by FLN’s Secretary-General, Ammar Saadani, in all his political statements, and is still stick to the need to include it.
