Government identified the importation of cars this year with one share that is sold at the auction and allowed dealers to bring in a quantity of mobile vehicles except for the CKD and SKD vehicles that are installed in Algeria, and it comes the share that includes tourist cars, car for transporting people and products.

A statement by the Trade Ministry, obtaining the import licenses, especially those related to the quotas of the nature of the customs tariff that is set in the framework of the Partnership Agreement with the European Union will be through the tender, based on an opening price, according to the book of conditions that is approved by the joint ministerial decision which identifies the conditions and ways of obtaining shares and parts through auctions.

According to the same statement, the public notice of the opening of the concerned shares will indicate the nature of the respective customs items and the specified quantities, and the presentation is limited to the acquisition of shares and their parts for economic dealers whose economic activity is directly related to the production and distribution of products that are subject to open quotas, as the name of products and their customs’ articles are identified in public auction to open quotas.

With regard to the other procedures that regulate foreign trade operations, and this relates to the settlement of the bank for importation, in accordance with Regulation No. 05 of 25.10-2017 of the Bank of Algeria, the banking shares that are related to the importation of goods for sale as they are, and which do not constitute an industrial contribution, must be completed at least in one month, before the date of shipment of these goods and with a financial coverage of 120% of the amount of the transaction.

As for the necessary documents in the process of bank settlement of importation, as the latter concerned the plantation health certificate and the veterinary certificate that are issued by the competent departments of the Agriculture Ministry, Rural Development and Fisheries for the importation of bananas, wheat, beef, fish except sardines, barley and garlic.

In addition, a prior technical clearance is required from the Ministry of Commerce in the importation of cosmetics, hygiene, toxic materials or those of particular danger, as importers and producers of the mentioned products in this article who have prior layoffs are required to apply to the trade directorates of the territorial jurisdiction for their compliance with the new procedure for the provision of pre-demobilization.
