Officials, Businessmen, Pieds Noirs Seize State Property

Services of judicial control opened an investigation by order of the General Attorney of Algiers District Council, in the manipulation of the descriptive table of the division that resulted in the fabrication of floors and imaginary areas in order to seize real estate that belong to the state in several municipalities of the capital, with the complicity of officials within the real estate provinces and the State Property Directorate.

According to Echorouk data, the threads of the case began through a report by the General Attorney of Algiers Judicial Council, which dealt with the manipulation with the descriptive table of the phantom division of a number of floors and offices that are belonging to the state property. 

The documents were falsified and their property was transferred to well-known businessmen and even Pieds Noirs as it happened in the municipalities of Harrache, Bach Djarrah, Central Algiers, Kouba and Bab El-Wad.

The report also referred to the scandal of the creation of a floor and a fake space in one of the buildings of Diyar Al-Sa’ada neighborhood in Madania, through forgery and use of fraudulent in official edicts that are relating to the descriptive table of the division resulting in the fabrication of a fictitious floor with the editing of incorrect facts in the sale contract which came in a fake area that is estimated at 218 square meters that was cut off from the areas of owners of a building, and the issuance of a real estate book contrary to the legislation and laws of real estate in the same area 218 m 2, in addition to the disposal of a property in violation of the law and the completion of the waiver process in violation of the law of the assignment of state property No. 81.01 of February,7, 1981.

The same report referred to the involvement of a number of officials of state property and real estate custodians in legislative violations and ordinances organizing the completion of descriptive data for buildings, especially Article 88 of the Law of July,10, 1965 and the Decree of July,17, 1975 and the Decree No. 83-666 of November,12, 1983,  a manipulation that enabled a large number of businessmen and influential personalities, and even black feet to take advantage of apartments, buildings and spaces that are originally state-owned.
