PM Ouyahia Enjoins Ministers To Address Grievances Of “Patriots” And Victims Of Terrorism

The Prime Minister, Ahmed Ouyahia, has conveyed a letter dated 28 October 2017 to members of the Government, in which he brought into focus the difficulties faced by the victims of terrorism in securing their rights: “I have drawn attention to the social hardships faced by the victims of terrorism under the rights conferred upon them by applicable legislation and regulations in various fields”, he said.

“This situation is mainly due to the fact that some Administrations consider the regular grant that these citizens receive as compensation for the damage inflicted upon them by terrorist acts is enough for them,” Ahmed Ouyahia said in his letter, of which “Echorouk” has a copy, and which was received by the ministerial departments concerned at the end of November 2017. 

This regular wage has excluded them from benefiting from other rights”, he added.

PM Ouyahia also stated: “this ambiguous situation has prompted various departments to ask beneficiaries of these compensatory grants to waive their claim as a precondition to enable them to benefit from other aid arrangements, such as those of the Mujahideen and the sons of the lofty Martyrs of the Revolution”.

The statement added: “The resistance fighters to the terrorism scourge called “Patriots” were for their part precluded from benefiting from the exceptional retirement arrangements that were planned for the benefit of the voluntary citizen groups. 

They also gave up the grant of a victim of terrorism. The same situation was recorded in the transport sector for the same reason as the latter didn’t secure requested taxi driving licenses”.

In view of the damage caused by this restrictive interpretation of the legal nature of grants to victims of terrorism, the Prime Minister has instructed his Government members not to regard the compensatory grant paid to this category of citizens as a regular wage and thus put an end to the aforementioned negative situations.
