Six Ministries Failed To Declare Employees and Their Wages To National Social Security Fund!

A fact-finding and assessment report from the Accounting Council revealed that a number of ministerial sectors did not declare their workers or their salaries. Six ministries recorded violations of their obligations to authorize and pay social security contributions. The Commission raised substantial differences and discrepancies between the statements of these ministries and the accounts of the National Social Security Fund.

According to the report of the Accounting Council on the preliminary draft of the budget settlement law in the possession of “Echorouk”, the control of the status of social security contributions at the level of sectors belonging to the guardianship of ministries of labor, national solidarity, youth and sports, media, health, Mujahideen, was mired with gross lapses by the latter.

The report noted the failure by these ministerial departments to respect the terms of the insurance fund declarations as well as blatant differences between different situations.

In line with the provisions of article 14 of the Law on the Obligations of Persons in Charge of Social Security, this clause compels the employer to convey, within 30 days after the end of each financial year, to the competent social security authority a nominal wage and wage declaration showing the wages paid between the first day and the last day of the three months as well as the amount of the due contributions hailing from the relevant sectors.

The control process also revealed the lack of permits to participate in the award of benefits and compensation to permanent employees and contractors at the level of the Ministry of Youth and Sports for instance. 

The report of the Accounting Council also showed that the six ministries did not respect the timing of statements on their workers’ social security contributions. 

The Accounting Council’s report also revealed precise details of the wide disparities between the various situations. According to the report, through an analysis of the situation related to social security contributions for 2015, prepared by the National Fund for Social Insurance and those drafted by the Ministries of Labor, National Solidarity, Health, Mujahideen, Communication, Youth and Sports, as well as the Central Treasury this situation showed significant differences and inconsistencies in the figures between them and the ministries concerned. 

The report highlighted an example regarding the amount of contributions claimed by the National Fund for Social Insurance in 2015 which was less than the amount of contributions according to the monthly and yearly statements to the Ministry of National Solidarity, it estimated the difference at  more than half a billion dinars.

The relevant report pointed out to this effect that the biggest difference between the amount paid by the central treasury for the benefit of the National Fund for Social Insurance, is much less than that stated by the Ministry of National Solidarity.

The authors of the report concluded by stating that discrepancies and inconsistencies in the figures, suggest that there is a gross lack of coordination among the various services, notably between the Ministries concerned and the National Social Insurance Fund.
